Wealthy through inheritance, entrepreneurship or a fortune made in finance, they want to more in tax! In the USA there are about two hundred "Patriotic Millionaires", indignant at paying proportionately less tax than the middle classes, because American salaries are taxed at a higher rate than unearned income.
